ISPM 15 is International Standard for Phytosanitary Measures No. 15. It sets measures to reduce the spread of pests through raw-wood packaging, including pallets, in international trade. It concerns plant health, not pallet grade or load rating.

For conventional heat treatment (HT), the standard requires at least 56°C throughout the wood, including its core, for 30 continuous minutes. Authorised providers carry out treatment and marking; it is not DIY, and dry or kiln-dried appearance is not proof. Other approved methods have different parameters, so this schedule does not describe every treatment code.

Compliant packaging that remains undamaged, uninfested and unaltered does not automatically need treatment again when reused where ISPM 15 is accepted. Repaired, remanufactured or otherwise changed packaging requires the applicable authorised treatment and marking checks set out in current official guidance.

Check the actual mark, condition and repair history. A 1200 × 1000 mm or 1200 × 800 mm footprint does not establish compliance.

Current UK guidance requires compliant wood packaging for movements from Great Britain to the EU and from Great Britain to Northern Ireland. Movements entirely within Great Britain do not generally engage these import-export wood-packaging rules, though customer specifications may still apply.
